Put Chili powder, salt, pepper on tilapia fillet. Oil pan and turn on medium heat.
Put tilapia in pan and fry. 3-4 mins each side or until desired. Set aside.
Get a pot and add water. Turn on burner and let the water boil in pot. Add thin spaghetti.
Once done, drain and set aside.
Get pan, turn on burner. Add butter, capers, salt, and pepper and let it brown on low heat.
Add thin spaghetti.
Twist and wrap the spaghetti onto the fork. Set on plate with tilapia.
Drizzle butter caper sauce on both items.
Add amaranths and nasturtiums for decorative.
